The Identity of an Atheist

by Voltaire and others in Figures of Speech

Is this Voltarian quote about the chains of fools an identifying statement of an Atheist towards the faithful or is it observation 'about' Atheists not being able to see the Goodness in God? The latter is a Platonic play and brings all sorts of perversion to the party.
